Five Phelps Lawyers Selected for Capitol Region 500 List

BATON ROUGE, La. – July  11, 2025 – The Baton Rouge Business Report has named five Phelps lawyers to its third annual Capital Region 500 list. The list includes powerful and influential community leaders in the greater Baton Rouge area. Phelps lawyers were recognized in the following areas:

Real Estate

• Randy Roussel advises clients on financing, acquisitions and development across sectors including multi-family and hospitality. He volunteers his time to the Arts Council of Greater Baton Rouge and the Center for Planning Excellence.

Professional Services

• Dennis Blunt is Vice-Managing Partner of Phelps’ Baton Rouge office. Known as an experienced trial lawyer, he guides executives and business leaders through high-stakes legal disputes. He assists clients in matters ranging from antitrust, business torts, class action defense, government relations, lender liability issues and public private partnerships. He is active in the 100 Black Men of Metro Baton Rouge.

• Kelsey Kornick Funes represents contractors, subcontractors and owners in public and private construction projects throughout the Southeast. She serves as an arbitrator on the American Arbitration Association’s Construction Panel and is a trained mediator. She is a board member of the Center for Planning Excellence. She has also helped to raise nearly $100,000 to renovate Webb Park.  
• Walt Green focuses his law practice on cybersecurity, white collar criminal defense, government investigations and litigation. He gives real-time counseling to companies responding to data breaches and cyber intrusions. He served as U.S. Attorney for the Middle District of Louisiana and the Executive Director for the National Center for Disaster Fraud from 2013 to 2017. Walt served in the Marine Corps for more than 30 years.
• Ragan Richard advises clients on corporate transactions, real estate and finance. His clients range from agricultural cooperatives and real estate investors to business owners seeking guidance on mergers, acquisitions and corporate governance. He also serves as the Regional Practice Coordinator of Phelps’ business practice.
