Phelps Brings Technology Dealmaker as Partner in Houston
HOUSTON—FEB. 16, 2026—Phelps welcomes Jeff Andrews as a partner in the firm’s Houston office to lead clients in the Gulf South in sourcing and technology transactions.
Jeff is a nationally recognized talent with a keen understanding of the technology sector. He structures and negotiates contracts for buying and selling goods and services. He is well known for preparing and negotiating complex agreements for procuring technology goods and services. His extensive experience includes advising clients on:
- All types of cloud offerings
- Data center contracts for colocation and hosting services
- License agreements for software, ERP systems and AI tools
- System implementation and integration contracts
- Contracts for telecommunications and network services
- Contracts for development, consulting and other IT professional services and
- Managed services contracts for IT and business process outsourcings.
He also counsels clients on data privacy issues, helping them develop custom solutions that protect their information and comply with domestic and international laws.
With nearly 30 years of legal practice, Jeff has advised a wide array of companies in the United States and globally. His work spans virtually all industries. He has done substantial work with clients in the agriculture, commercial airline, communications, energy and energy services, financial services, life sciences, health care, manufacturing and utility sectors.
