Phelps’ Growing Austin Office Welcomes Environmental Litigator Phillip R. Dupré
AUSTIN — AUGUST 25, 2025 — Phelps announces that environmental litigator Phillip R. Dupré has joined the firm’s growing Austin office.
Clients continue to turn to Phelps for guidance in navigating the complex regulatory landscape of federal and state environmental laws. Phillip’s skills and experience enhance the firm’s ability to provide ongoing support for development projects across sectors including energy, real estate and technology.
“Phillip’s long tenure at DOJ, where he worked closely with EPA, paired with his extensive experience litigating matters under federal environmental laws are a great benefit for our clients,” said David Garcia, managing partner of Phelps’ Austin office. “Since our office opened in May 2024, we have focused on growing our regulatory and litigation capabilities in Austin, and we are fortunate to have Phillip join our team.”
Phillip helps businesses comprehend and keep up to date with federal environmental regulations. He seamlessly guides clients through compliance and–when needed–with challenging the agency’s rules. Phillip’s experience bringing enforcement actions and defending EPA’s regulations helps him represent companies that face such actions. And as businesses expand their operations and seek necessary permits from the federal government, his guidance helps clients submit applications and fulfill requirements to avoid costly delays.
"One of the things that drew me to Phelps is that it has an established presence in Texas and throughout the southern United States and is also committed to growing its office in Austin,” said Phillip. “I am excited to join the firm and I look forward to helping Phelps address clients’ needs on a wide range of environmental concerns.”
Phillip joins Phelps as counsel from the U.S. Department of Justice’s Environment and Natural Resources Division, where he was a trial attorney for more than a decade both in Washington, D.C. and Austin. He is well-versed in nearly all of the federal environmental laws and brings deep experience advising federal agencies on cleanups at state and federal contaminated sites. Before working at the DOJ, Phillip was a commercial litigator with an AmLaw 100 firm.
He earned his J.D. from Georgetown University Law Center, where he graduated cum laude. He earned his B.A. in Government from the University of Texas at Austin, where he graduated with honors.
