Steve Griffin facilitates infrastructure initiatives across the United States. He works with investor-owned electric utilities, independent power producers, energy developers and energy services contractors to structure contracts and implement large-scale energy projects. With more than 20 years of experience in the electrical energy sector, Steve has a comprehensive understanding of the business and legal landscape. He provides clients with practical, efficient and business-oriented advice. He explains complex legal issues in terms that are actionable and relevant from a business perspective. Clients trust and rely on Steve because of these qualities and because of his ability to identify risks and opportunities before they become problems.
From inception to commercial operation, Steve develops and negotiates complex procurement and construction contracts for energy infrastructure facilities including hundreds of megawatts of battery storage and solar facilities. Steve has served in leadership roles for an array of cutting-edge renewable projects including large-scale battery storage projects, large-scale solar projects, wind power purchase arrangements, landfill-gas-to-energy projects, and reclaimed water projects enabling the recycling and beneficial reuse of hundreds of millions of gallons of municipal wastewater.
Steve also has substantial experience representing clients before the Florida Public Service Commission, the agency responsible for regulating electric, natural gas, water and wastewater utilities across Florida. His experience includes utility revenue requirement proceedings, utility territorial disputes, energy efficiency proceedings, including proceedings under the Florida Energy Efficiency and Conservation Act and administrative rulemaking proceedings.
Experience
- Represented a major utility in connection with the development and negotiation of multiple large-scale (100 MW +) data center power purchase agreements.
- Represented a major independent power producer in connection with its disposition of natural gas-fired generation assets.
- Represented a major utility in various rate proceedings before a state regulatory commission, including rate cases, tariff filings, power purchase approvals, and territorial disputes.
- Served as lead counsel for a client’s construction/acquisition of a portfolio of five battery energy storage projects totaling over 765 MW.
- Served as lead counsel for client’s construction/acquisition of a portfolio of four battery energy storage projects totaling over 650 MW.
- Served as lead counsel for client’s construction/acquisition of two solar and battery energy storage projects totaling 350 MW (solar) and 350 MW (battery storage).
