Rolf Krueger practices in the area of litigation, primarily with eminent domain and condemnation. Prior to joining Phelps Dunbar, Rolf worked as an Assistant County Attorney for the Harris County Attorney’s Office. While there he helped his clients acquire hundreds of acres of land for a number of road, park, and flood control projects. He has represented clients in all phases of the eminent domain process including pre-suit negotiations, special commissioners hearings, mediations and trial. He also successfully defended a number of inverse condemnation claims brought in state and federal court. In additional to his litigation experience, Rolf also was a key author in drafting the Harris County Regulations for Sexually Oriented Businesses and the Harris County Game Room Regulations.
