    Phelps Lands Real Estate Pro From Clark Partington In Florida

    Phelps Dunbar LLP announced Monday that it has added a partner in Florida to help bolster its capacity to handle real estate development, business and other matters.

    Troupe Brewer joins the firm's Pensacola office, which was launched last year through a tie-up with Florida firm Beggs & Lane, Phelps' first foray into the Florida panhandle.

    "Joining Phelps allows me to connect the relationships I've built across my career into a truly regional practice," Brewer said in a statement. "The firm's depth of talent in multiple markets means we can handle client needs seamlessly. I'm excited to expand my reach while staying connected to the communities I know best and keeping a strong local presence in Pensacola."

    Before making the move, Brewer was at Clark Partington for about 5 years, his LinkedIn profile says. He also previously worked at Lloyd Gosselink Rochelle & Townsend PC in Texas for about 6 years.

    Brewer earned a law degree from Samford University Cumberland School of Law, a graduate degree from Samford, and an undergraduate degree from the University of North Carolina at Chapel Hill.

    In an emailed statement to Law360 Pulse on Monday, Brewer said, "I've been looking to take my practice more regional while still keeping a local presence in Pensacola, where I love to live."

    "Over the years, I've built strong relationships in Texas, Alabama and Florida, particularly around real estate, development and regulatory work," he added. "Phelps gives me a broader platform that matches what the businesses I work with need across those markets. I'm joining an impressive group of lawyers who work as real teams across the Gulf Coast and Texas, which means we can step in quickly and handle whatever clients need without hesitation."

    His goal moving forward is to "bring together the touchpoints I've built in Texas, Alabama and Florida and grow a truly regional practice," he said.

    "I've spent years developing relationships in each market, and joining Phelps helps me connect all of that in one place," Brewer said. "I want to build something that reflects how people and businesses operate across the region while still being the person they can reach here in Pensacola."

    Earlier in his career, he spent time working for the Texas Commission on Environmental Quality and the Texas Senate Committee on Business and Commerce. He has kept in touch with connections he made in Texas, he told Law360 Pulse.

    "I've continued working with Texas‑based clients to help them as the regulatory and development landscape changed," he said. "That mix of Texas and Florida experience, combined with work in Alabama, is a core part of my background. Bringing it together at Phelps feels like the natural next step, because the firm has both the geographic reach and the collaborative structure to support the issues clients call on me for help with."

    His practice is focused on real property transactions, including purchase and sale agreements, ground and commercial space leases, credit facilities and development financing, his profile on Phelps' website says.

    He has experience advising property owners, financial institutions, economic development entities and others in real estate development matters in Florida, Texas and Alabama, according to the profile.

    Brewer also provides general counsel to business owners and advises them about asset sales, acquisitions, employment-related issues, formation and day-to-day governance matters, the profile says.

    He is involved in Pensacola's business landscape, leading the commercial real estate development association of Northwest Florida and providing general counsel to the FloridaWest Economic Development Alliance and the Pensacola Young Professionals, Phelps said.

    Phelps has more than 435 lawyers at its 17 locations in the U.S. and London, its website says. The firm's attorneys serve clients in six core areas: labor and employment, litigation, business, admiralty, insurance coverage and health care.

"His background closing complex deals across industries, including guiding banks through real estate and development projects, strengthens how we support clients in Pensacola, Mobile and all the way to Texas."

    Brewer has "also built a track record of resolving association disputes and business litigation" and that "opens new ways to serve clients as property developments ramp up across the Panhandle," Mitchem added.
