    Troupe Brewer leads clients through real estate development matters that shape growth across the Gulf South. He has extensive experience working with property owners, developers, financial institutions, utilities, resource districts, and various economic development entities across Florida, Texas and Alabama.

    Within this footprint, Troupe routinely handles all aspects of real property transactions, including purchase and sale agreements, ground and commercial space leases, and credit facilities and development financing. He complements the deal paper by counseling clients through due diligence, entitlement strategy, regulatory compliance, and closing execution through sustained collaboration with all stakeholders.

    Troupe also brings insight into regulatory considerations and administrative procedure to keep projects on track by:

    Real Estate Development

    • Secured land use approvals and development agreements to allow infrastructure cost recovery for residential developer to build 200‑lot subdivision in Florida Panhandle.
    • Assisted regional lender in expanding multistate portfolio from the Alabama coast through the Florida Panhandle through closing deals for residential developments, apartments, hotels and condominiums.
    • Helped Alabama developer launch exclusive membership‑based club and vacation destination on tight closing timeline, acquiring 70 acres of lakefront property and structuring membership agreements and corporate governance documents.

    Public Finance and Economic Development

    • Counseled Florida water utility client in successful $20 million bond issuance to fund critical infrastructure improvements by coordinating regulatory and local government approvals.
    • Structured innovative $8 million lease-purchase financing as part of public-private partnership between economic development entity and employer relocating to the Gulf Coast.

    Environmental and Regulatory Permitting

    • Represented groundwater district client and its board members in defending $400 million constitutional lawsuit in federal court.
    • Resolved jurisdictional dispute between groundwater district and multiple state and local agencies over a proposed landfill in an environmentally sensitive location, negotiating a permit with enhanced controls to secure regulatory approval.
    • First‑chaired highly technical contested case proceeding before the State Office of Administrative Hearings for municipal utility in one of the largest groundwater permitting disputes in Texas history, building legal record for ultimate win for client on appeal.

    Commercial Disputes

    • Negotiated favorable buyout and governance changes to resolve partnership dispute for interior design company with a worldwide portfolio.
    • Negotiated reduced liability for subcontractor after wire fraud scheme stole sub-subcontractor payment, helping the client resolve the dispute without litigation.

    Legislative and Policy Work

    • Drafted and advanced legislation that included measures to reduce regulatory burdens on wastewater operators for certain de minimis spills.
    • Defeated several bills that would have altered utility rate classifications and imposed a moratorium on new landfill permits for industry clients and state chapter of national trade association.
    • Worked with agency officials and legislators to coordinate state-wide effort to oppose NRC and EPA rule proposals on behalf of uranium mining trade association, including testifying at public hearings and preparing position papers.
