Phelps Grows Pensacola Office with Addition of Dealmaker Troupe Brewer
PENSACOLA, Fla. — Jan. 26, 2026 — Phelps welcomes Troupe Brewer as a partner in the firm’s Pensacola office to lead Gulf South clients through real estate development and disputes. His experience deepens the firm’s support for infrastructure expansion and business growth from Florida to Texas.

Brewer handles every stage of property deals while clearing entitlement, permitting and compliance hurdles to avoid issues that could stall a project. Strong local relationships and community ties help him tackle roadblocks and keep projects on schedule. He also partners with regional business owners on company governance and day-to-day business needs. Drawing from a long-term understanding of their operations, he resolves commercial claims that arise in the life of a business.
Brewer is plugged into the critical conversations shaping Pensacola’s business landscape. He leads the commercial real estate development association of Northwest Florida and provides general counsel to FloridaWest Economic Development Alliance and Pensacola Young Professionals.
Built on a diverse legal foundation, Brewer’s work spans transactional, litigation, business and corporate, government relations, and environmental and regulatory matters. After graduating from Samford University’s Cumberland School of Law, he clerked for a leading commercial arbitration firm in Singapore, was a legislative staffer for the Texas Senate, and enforced regulations as an attorney with state and federal agencies. Combined with over a decade in private practice, he brings a versatile set of tools to Phelps clients.
