David Topping practices in the area of environmental litigation and regulation. He has worked in defense of major corporations, including oil and gas companies, steel producers and chemical manufacturers, among others, in state and federal actions. David has represented clients both as petitioner and defendant in Clean Air Act actions involving the Environmental Protection Agency and the Louisiana Department of Environmental Quality as well as other state regulatory agencies, including defenses of or challenges to permitting decisions and rulemaking with regional and nationwide implications. He also has experience in environmental litigation arising from enforcement, toxic tort and business-related claims.
David's regulatory experience ranges from advising clients on a variety of matters, including issues related to the Clean Water Act, Resource Conservation and Recovery Act, to assisting with resolving compliance and penalty issues. He has also provided business counseling, including conducting due diligence on permitting and environmental issues in support of major client acquisitions and financing transactions.
